Welcome to the Uganda Prisons Service (UPS) website. This platform serves as a resource for information on UPS’s mandate, programs, and the contributions it makes to Uganda’s development goals. UPS’s mission goes beyond custody; it encompasses rehabilitation, skill-building, and economic productivity to ensure inmates return to society as responsible and self-sufficient individuals. In alignment with the directives issued by H.E. the President, UPS has expanded its role to include vital production initiatives. These initiatives are designed not only to support UPS operations but also to address national priorities. Among these are: Cotton Production: UPS is engaged in producing cotton to promote Uganda’s textile industry, fostering job creation, and saving on foreign exchange. Seed Production and Processing: By producing quality seeds, UPS is contributing to national food security and reducing adulterated seeds in the market. Revitalization of Prisons Industries: UPS has revitalized its industries to produce furniture for all Ministries, Departments, Agencies, and Local Governments, which supports local procurement and quality assurance across Uganda’s public sector. UPS embarked on a transformative journey to expand its internal construction capabilities. The President urged UPS to capitalize on its Construction Unit to independently undertake both staff and prisoner accommodation projects. This strategic shift aims to reduce reliance on external contractors, improve cost efficiency, and redirect savings towards key welfare and rehabilitation programs. Beyond these initiatives, Uganda Prisons Service faces the challenge of increasing inmate population resulting into congestion. While the leadership of UPS is committed to finding solutions, this task also calls for collaboration across the entire Governance and Security Cluster. Innovative and sustainable approaches are essential to meet custody and rehabilitation needs in line with UPS’s legislative mandate. With Uganda’s prevailing peace and stability, which we must guard diligently, UPS remains committed to transforming every prisoner into a law-abiding and economically productive citizen. In this way, UPS actively supports Uganda’s Vision 2040 and the journey towards national prosperity.
